There needs to be enough media available in both clips for the transition to be able to overlap them by the required duration. When you first apply a transition between 2 clips and this requirement is not fulfilled iMovie warns that the total movie length will be shortened and offers to do this and create a transition with the default duration set in the preferences. However, when you try to replace an existing transition by one of longer duration and there is not enough overlap iMovie gives the message you reported. To overcome this problem you have to delete the existing transition and manually trim back one or both clips until there is enough trimmed media on both sides to accommodate the new transition.
